Separate export filing from customs classification

Electronic Export Information is filed through the Automated Export System under the applicable Foreign Trade Regulations. Census publishes the rules and AES resources. Whether a filing is required depends on the transaction, not simply whether a box leaves the United States. Check the current requirements and exemptions with the responsible qualified party. Schedule B or applicable HTS reporting codes are not the same as an ECCN used for export-control analysis. A freight forwarder’s offer to file does not remove the need to establish who provides accurate data and who has authority to act.

Prepare one controlled data handoff

Identify the parties, destination, commodity description, value, quantity and relevant licensing information using the current requirements. Agree who supplies each field and who resolves inconsistencies. Confirm the type of transaction and the authority under which an agent files, including any special responsibilities in a routed export transaction. Avoid sending several conflicting spreadsheet versions to different providers. Share a final approved dataset and document subsequent corrections. Establish the filing deadline for the actual mode and transaction rather than copying a generic cutoff from an unrelated shipment.

Verify acceptance, not just submission

Ask for the appropriate filing confirmation or documented exemption reference and confirm that it matches the shipment. A message saying the provider received the instructions is not evidence that AES accepted a filing. Keep the confirmation with transport and commercial records, and use the prescribed process for amendments when facts change. A hypothetical export team can prepare perfect documents yet miss a departure because nobody owns the final verification step. Include a hold point for unresolved filing questions before cargo release. Review recurring errors with the data owner so the next shipment starts with a cleaner handoff rather than another last-minute correction.

  • Establish party roles, authority and current filing requirements.
  • Send one approved dataset and track corrections.
  • Confirm acceptance or the applicable exemption before release.
