A September change to the bank framework
On September 30, 2026, the Federal Reserve finalized two changes to its large-bank stress-test framework. The release describes annual public input on scenarios and material model changes, and an approach that will use two recent tests to calculate stress capital buffers beginning in 2028.
The Board also sought comment on a separate proposed adjustment to the noninterest-income model. A final rule and a proposal are different stages of policy. None of these announcements is a small-business loan offer or a change to an existing borrower's signed repayment schedule.
What an owner can use from the announcement
Our interpretation is that a banking-system change is useful context, but a weak substitute for a current financing conversation. A business cannot infer a particular bank's appetite for its industry or a lower interest margin from a system-wide announcement.
Ask prospective lenders whether they are accepting the requested use of funds, what evidence they need, and which decision conditions remain open. Record the date of each answer. A marketing discussion and a documented commitment should not be treated as equally certain sources of project cash.
Compare providers on the same request
Supply the same amount, purpose, timing and document package when making a comparison. Otherwise a difference in quoted cost may reflect different assumptions rather than different pricing for the same transaction. Check whether one provider includes a working-capital reserve and another finances only the asset purchase.
Review fees and guarantees alongside the nominal rate. Confirm which terms can change during underwriting and whether the final usable proceeds differ from the headline amount. Include the cost of existing debt that must be paid off at closing.
Keep the project financeable on its own evidence
A resilient application explains how the purchase produces or protects cash. Separate contracted work from hoped-for sales, and show how the business would meet payments if implementation took longer. Bank-policy developments do not make that operating evidence unnecessary.
The linked application and cash-flow guides help assemble the request. Use the original Fed announcement for the scope and implementation timing of the rules. Recheck the lender's written terms before acting; this briefing does not forecast approval rates or the effect on any individual financing quote.
